Increased Security Is Asked for Dance Halls

Community members want the city to increase security at dance halls and stiffen penalties for promoters who violate the law.

Kevin Fleming, whose teenage son was killed at one event, rallied with friends and relatives Sunday in support of a proposed city ordinance.

“Scharod’s Law” is named after Fleming’s son, who was killed outside a YMCA when a drive-by shooter opened fire on a crowd. Scharod Fleming would have turned 16 on Monday.

The party’s promoter, Eugene Cockerham Jr., had a history of deceiving venues about the purpose and size of his events, police said. Four people have been killed either during or after events Cockerham has sponsored, they added.
