Qwest Changes Policy on Some Internet Calls

Qwest Communications International Inc. said it won’t bill other carriers fees, which run about a half-cent per minute, to connect callers who use a high-speed Internet connection to reach Qwest local-telephone customers.

Qwest said it was urging the Federal Communications Commission to adopt similar rules nationally. Denver-based Qwest is using the policy in its local-service territory, which covers 14 Western U.S. states.

The move would speed the spread of so-called voice over Internet protocol, or VOIP services, and would benefit customers, the industry and Qwest, the company said.

Qwest shares rose 4 cents to $4.29 on the NYSE.
