* The average rate on a 30-year fixed mortgage fell to 5.81% last week from 5.85% the week before and was the lowest since the second week of April, Freddie Mac said. The one-year adjustable rate dropped to 4.01%, from 4.08%. The 15-year fixed rate fell to 5.19% from 5.24%.
