A Thousand Oaks teenager involved in a traffic accident last weekend that killed a 13-year-old boy had a provisional driver’s license that prohibited him from carrying underage passengers, authorities said Wednesday.

The 16-year-old motorist, whose name was withheld because of his age, was driving at a high speed on Valley Spring Drive about 10:15 p.m. Saturday when he lost control of his truck, Ventura County sheriff’s officials said.

The truck rolled down an embankment and landed upside down. Passenger Gregory Chase Arnett was pronounced dead at the scene, authorities said. The driver and another 15-year-old male passenger sustained minor injuries.

The driver, who faces possible charges of vehicular manslaughter, received his provisional license May 3, said Sheriff’s Sgt. Patti Salas.

He was prohibited from driving with passengers under 20 years old and operating a motor vehicle between midnight and 5 a.m.
