U.N. Refugee Chief Cleared of Charges

U.N. Secretary-General Kofi Annan cleared the head of the U.N. refugee agency of sexual harassment charges in a letter to the agency’s staff in Geneva.
Ruud Lubbers had been under investigation over a complaint filed by a veteran American female staffer at the Office of the United Nations High Commissioner for Refugees’ Geneva headquarters. He strongly denied any wrongdoing.
