The U.S. Senate will probably avoid intervening with legislation to address concerns over Nielsen Media Research’s new system for measuring local television audiences, Sen. Conrad R. Burns (R-Mont.) said, dashing the hopes of media conglomerate News Corp.

News Corp., which owns the Fox television network, and some minority groups and broadcasters have complained that the new technology aimed at better counting local viewers instead undercounts Latinos and African Americans.

Nielsen, a unit of the Dutch firm VNU, has admitted to some problems with the new meters but said it would address them.
