Gay Marriage Question Is Heading for Ballot

Arkansas certified a proposed constitutional amendment to ban gay marriage as having enough signatures to qualify for a spot on the November ballot. The Secretary of State’s office counted 95,736 valid signatures by registered voters, exceeding the 80,570 required to put the measure before voters, Deputy Secretary of State Janet Miller said in Little Rock.
