The role of independent expenditures in local elections should be limited, said Sean P. Treglia, who was named to the Ethics Commission on Friday.

As grand juries investigate contracting at City Hall, he told City Council members that they faced the challenge of restoring the public’s trust in government.

“The question ... is whether this city will be a ‘pay to play’ city or whether it will be a city with a government that is fair, open and accountable,” said Treglia, senior advisor for democracy initiatives at USC’s Annenberg School for Communication.
