Mayor James K. Hahn joined City Council members and housing advocates on the City Hall steps Wednesday to protest the Bush administration’s plans to cut more than $1 billion from a rental assistance program.

“Every government is facing a tough budget,” the mayor said, criticizing plans to revise the formula for Section 8 vouchers, which he said would leave 13,000 Los Angeles families without housing assistance. “We didn’t balance our budget on the backs of children or throw people out on the street.”
