Chevron Phillips Chemical Co. has agreed to pay a $1.8-million civil penalty for Clean Air Act violations that led to releases of chemicals from a manufacturing plant in Pasadena, Texas, in 1999 and 2000, resulting in two explosions and three deaths.

The penalty, the largest ever assessed for such a case, was announced after the Houston-based company reached the agreement with the Justice Department and the Environmental Protection Agency.
