Rape Suspect Surrenders to Police After Standoff

A parolee wanted on suspicion of rape and attempted murder surrendered to police Wednesday afternoon after barricading himself for more than two hours in an apartment.
Officers said they evacuated several residents of the apartment complex in the 400 block of 19th Street before contacting Franklin Mata, 36, and convincing him to give himself up.
Mata barricaded himself in the apartment when officers spotted him at the complex about 2:45 p.m. and moved in to arrest him, police said.
