Unnecessary burden

Re “Bill to Allow Regulation of Dog Breeds Advances,” Aug. 23

This bill ties up time, money and other resources that could be appropriately spent on education, transportation, social programs and state employee retirements. And this may be the tip of the iceberg in costs when compared to other bills, propositions and laws that are created because we lack self-responsibility. I would like to make the decision to own a dog without being mandated to have it spayed or neutered if I so choose.
