BP, one of the world’s largest oil and gas companies, could face a criminal inquiry over an explosion last March at its Texas City refinery that killed 15 people and injured 170 others, a spokesman for the Department of Labor said.

“A verbal referral has been made to the Department of Justice,” said Alan Belsky, the Labor Department spokesman. He said the U.S. Occupational Safety and Health Administration, a division of the Labor Department, found about 300 willful violations of health and safety standards in the case.
