Bills Would Limit Local Video Controls

Lawmakers moved to help telephone companies compete in the $76.1-billion pay-television market by proposing to limit local authority over video service.

Sen. Gordon H. Smith (R-Ore.) introduced a bill to end city-by-city licensing of new video providers trying to compete with cable TV. Rep. Marsha Blackburn (R-Tenn.) proposed a similar measure in the House.
