Monterey County Plans Hefty Fines for Littering

A Monterey County proposal would fine litterers up to $10,000 for a first offense and $20,000 for a second offense.
County agencies have been trying for two years to curb illegal dumping. Fines would be $1,500 to $10,000 for a first offense and $5,000 to $20,000 thereafter.
