A Placer County Superior Court judge has blocked plans for a 6,000-house development in the Martis Valley near Truckee, ruling that the county’s approval of the project violated state law.

Judge James D. Garbolino’s ruling, dated May 3 and released Friday by Sierra Watch, a conservation group, said the county’s environmental impact report on the project failed to consider the potential scope and effects of development.
