Study Urged on Public Campaign Financing

A city panel on Wednesday recommended a 90-day study to develop a system that would provide more public financing of political campaigns in Los Angeles.
If the City Council were to approve the study next week, reformers and city officials would draft a proposal that would require voter approval.
