Vice President Dick Cheney met with President Nursultan A. Nazarbayev in Kazakhstan, becoming the fourth top Bush administration official to visit the former Soviet republic recently.

Kazakhstan has a troubled human rights record but a strategic location. It is also important as an ally against terrorism and is rich in energy resources.

Before the meeting, an administration official said Cheney would prod Nazarbayev to make further democratic reforms.
