The United States signed a military cooperation pact with Serbia, despite strains over Belgrade’s failure to help bring suspected Bosnian Serb war criminals to justice.

Secretary of State Condoleezza Rice and Serbian President Boris Tadic signed the agreement, which would allow the U.S. military to train Serbian forces and conduct exchange programs. U.S. officials played down the pact, suggesting initial cooperation was likely to focus on such things as civilian relations with the military.
