Development dispute at Warner Center ends

A contentious development dispute at Warner Center was settled Friday after the City Council reduced the number of affordable apartments that must be set aside in a proposed 438-unit building.
The city had required that 25% of those units be affordable. The new agreement will reduce that figure to about 10%.
Simms Commercial Development had said the set-asides were illegal because of the stipulation that homes had to be close to jobs to reduce traffic congestion. The developer argued that other things had already been done to address traffic issues.
Councilman Dennis Zine, whose district includes Warner Center, said his hand was forced by zoning codes in this case but that he wouldn’t let such reductions occur in the future.
