Unrest in capital after deadly raid

East Timorese President Xanana Gusmao invoked emergency powers to quell unrest after hundreds of young men blockaded roads in the capital, Dili, with burning tires and concrete blocks, demanding that foreign troops pull out. Australia said it would evacuate nonessential government workers.
Security deteriorated after international forces raided the mountain hide-out of fugitive rebel leader Alfredo Reinado on Sunday, killing four of his followers. Reinado escaped.
