Charges won’t be filed against city councilman

The Los Angeles County district attorney’s office will not file charges against a West Covina councilman who allegedly failed to report a sweetheart deal from a car dealer.
The investigation report said Councilman Roger Hernandez probably received a discount on a Chevrolet Tahoe sport utility vehicle from Clippinger Chevrolet in October 2003.
But the report said Hernandez was unaware that his discount was different than what any member of the public would have received.
Hernandez said the vehicle he purchased was one of several damaged by a vandal who targeted SUVs, and the dealer had advertised deep discounts in the newspaper.
“The closure of this case validates my position from Day One,” he said.
