Senate committee passes Democrats’ water plan

The Senate Natural Resources and Water Committee on Monday rejected the bond proposal carried by state Sen. Dave Cogdill (R-Modesto) but passed a $6.8-billion Democratic water bond that would not necessarily fund dam construction.
The full Senate is to vote today to place the Democratic bond on the February ballot. The necessary two-thirds vote requires at least two Republican votes, so passage is not certain.
