Oxnard secession to be topic of meeting

Backers of a plan to have a portion of Oxnard secede from the city have scheduled their next public meeting to explore forming Ventura County’s 11th municipality.

Boundaries for the proposed city of Channel Islands Beach have been expanded to include much of South Oxnard, effectively doubling the potential number of registered voters in the new coastal community to about 35,000.

Originally, proponents of the new city proposed combining the unincorporated communities of Silver Strand, Hollywood Beach and Hollywood by the Sea, along with that portion of Oxnard west of Ventura Road and south of 5th Street.

The proposed city also would include the county-run Oxnard Airport and Mandalay Shores, Seabridge, Westport, River Ridge public golf course and surrounding neighborhoods.

Dentist Jonathan Ziv, a leader of the secession movement, said a separate city should be able to provide more police, fire protection and other services without higher taxes by concentrating on existing sales, property and hotel taxes.

The complicated process of establishing a new city would be overseen by the state-sanctioned Ventura County Local Agency Formation Commission.

A majority of the proposed city’s voters plus a majority of all other Oxnard voters would have to approve the plan for it to proceed.
