Ex-councilman pleads no contest
A former City Council member pleaded no contest Monday to a misdemeanor charge of committing a lewd act by sitting in his truck and masturbating.
John Hartley, 65, who was trying to win back the seat he vacated in 1993, was fined $500 and put on three years’ unsupervised probation.
A second charge of public urination was dismissed.
Hartley was campaigning door to door March 27 when he allegedly went to his truck, urinated into a cup and masturbated.
Two women in a nearby house called police to complain.
