Re “Obama’s vow to governors: I will listen,” Dec. 3

I agree with Gov. Arnold Schwarzenegger’s statement, “We cannot ask the federal government for help until we get our act together in California.”

However, we can ask the federal government to keep its promises. When the Education for All Handicapped Children’s Act was passed in 1975 and renamed the Individuals with Disabilities Education Act in 1990, it was stated that the federal government would pay 40% of the cost of educating special-education students. It usually averages about 12%.

As a public school teacher, I have seen the devastating effects of this encroachment on funding. We are not asking for a bailout; we’re just asking for what the law requires.
