DWP, planning panelists picked

Mayor Antonio Villaraigosa on Friday named an executive with a Los Angeles-based real estate investment fund to replace outspoken planning commissioner Jane Usher, who resigned earlier this week.

Villaraigosa picked Sean Burton, who has been serving on the city’s West Los Angeles Area Planning Commission, to fill Usher’s seat on the powerful nine-member planning panel. Burton is president and chief operating officer of CityView, which invests public pension money in housing projects for lower-middle-class families.

The mayor also named Jonathan Parfrey, director of the environmental group Green L.A., to serve on the Board of Water and Power Commissioners. Parfrey, who works at the nonprofit Liberty Hill Foundation, will replace commission President Nick Patsaouras, who stepped down last month to run for city controller.
