Proposed training facility on hold
City officials have informed Blackwater Worldwide that it will not allow the security firm to open a training facility in Otay Mesa until the project is reviewed by the Planning Department.
Blackwater hopes to use a renovated warehouse to train Navy personnel on survival techniques, including use of firearms. But opponents of Blackwater complained that the firm tried to avoid public scrutiny by applying for permits under the names of subsidiaries. The firm dropped plans in March for a larger facility outside the city amid public opposition.
