The City Council on Tuesday turned down requests from 18 applicants who had asked to be exempted from the ban on new medical marijuana dispensaries. Some of those applicants had already opened dispensaries in violation of the 2007 moratorium.

The council also agreed to allow 20 other applicants to withdraw their exemption requests. City officials have been moving to shut down dispensaries that opened after medical pot advocates realized that L.A. was not enforcing the moratorium.
