County moves ahead with San Fernando teen health center

Los Angeles County supervisors Tuesday took another step toward placing a $6.2-million teen health center at San Fernando High School.

The health center would be open to Los Angeles Unified School District students and provide services including physical exams, immunizations, mental health services, birth control and family-planning services.

The county would build and maintain the 5,400-square-foot facility, but it would be operated by Northeast Valley Health Corp. under a contract with the school system.

The supervisors initially voted to undertake the project in November 2011. On Tuesday, they approved several measures needed to move it forward, including declaring that the project will not have a significant environmental impact, approving an agreement with the LAUSD for construction and operation of the center, and awarding the $4-million contract to design and build the facility to J.R. Abbott Construction.

The county will ask the contractor -- on a voluntary basis -- to give preference to workers living in the area of the new center for 30% of the construction jobs. Supervisor Mark Ridley-Thomas proposed that veterans should also get preference for hiring on the project.

The supervisors agreed to discuss that proposal next week after getting a report on its potential effects on the project.

The clinic is to serve students from San Fernando High School, Mission Continuation School and McAlister School.

The county paid to construct a community health center at Sun Valley Middle School under a similar arrangement in 2008.
