NATIONAL CITY, Calif. —
Two masked men who police say apparently tried to rob the Pacific Bell Telephone Co. building barricaded themselves inside today after 18 customers and employees left the building, police said.
Police had made no contact with the two men, who entered the back of the building about 10:15 a.m. There were no reports of injuries, but police and SWAT units surrounded the building in National City, just south of downtown San Diego.
