The 16,000 daily commuters who ride the CalTrain line from San Jose to San Francisco could be forced back to the highways if a proposal to end a $6-million-a-year subsidy for the line is approved. Legislative Analyst William Hamm said he advised the Legislature to end its subsidy in 1987 because taxpayers throughout the state should not have to pay for a transit system used only by residents in San Mateo, Santa Clara and San Francisco counties.
