Apparent delays in improvement of fire safety measures for the San Francisco-Oakland underground train system prompted the state Public Utilities Commission to order an investigation. The Bay Area Rapid Transit District was allowed to reopen the transbay tube after a 1979 fire that killed one person and injured several others, but BART was required to make strict fire safety changes. Although some of those changes have been made, squabbling among BART officials, PUC staff members and Bay Area fire departments has stalled others, the commission learned.
