Governor Appointed San Joaquin County Supervisor Douglass Wilhoit, an unsuccessful Republican Assembly candidate last year, to the state Job Training Coordinating Council.

Issued a statement rejecting Legislative Analyst William G. Hamm’s recommendations for 1985-86 budget cuts in education funding and increases in student fees at the University of California and the California State University system.

Appointed William E. Leonard Sr., a San Bernardino businessman, and reappointed Orange County Supervisor Bruce Nestande to the state Transportation Commission.

Assembly Floor Action:

Approved, by a 73-1 vote, a resolution proclaiming Mother’s Day, May 12, through Father’s Day, June 16, as “Family Reunion Month.” The resolution (SCR 15) by Sen. Ralph C. Dills (D-Gardena) passed the Senate by a 35-0 vote.

Bills Introduced:

Video Display Terminals: AB 1006 by Assemblyman Tom Hayden (D-Santa Monica) would require employers to pay for eye examinations and special glasses for employees who operate video display terminals.

Campaign Contributions: AB 1055 by Assemblyman Ross Johnson (R-La Habra) would prohibit elected officials who leave office or defeated candidates from giving surplus campaign funds to other candidates.

Senate Floor Action: Approved, by a 39-0 vote, a bill specifying that criminal penalties involving cocaine also apply to “d-cocaine” synthetic compound, thereby closing a legal loophole that threatens drug prosecutions. The bill (SB 252) by Sen. John Seymour (R-Anaheim) now goes to the Assembly.

Bills Introduced: Death Penalty: SCA 15 and SB 627 by Sen. Ken Maddy (R-Fresno) would create a special appellate court to handle the backlog of state Supreme Court death penalty appeal cases.

Radios: SB 614 by Sen. Bill Greene (D-Los Angeles) would specify that disturbing the peace can include playing a radio in a loud and unreasonable manner in a public place.

Firearms: SB 611, also by Greene, would permit local ordinances to allow a parent or guardian of a minor who uses a firearm in a crime to be charged as an accessory, if the parent or guardian knew that the minor possessed the weapon.

Water beds: SB 619 by Sen. Ralph C. Dills (D-Gardena) would prohibit landlords from refusing to rent to tenants with water beds if the tenants have property damage insurance. It is similar to a bill vetoed by the governor last year.

Miscellany Jobs For Older Workers: All state Employment Development Department offices will observe March 10-16 as “National Employ the Older Worker Week,” a nationwide effort to help job seekers over 40 to find employment. Private employers are urged by the department director, Kaye R. Kiddoo, to give special consideration to hiring employees in this category during that period.

Youthful Criminal Escapes: The number of escapes from California Youth Authority institutions has dropped by 59% since 1980--from 310 in that year to 128 in 1984--while the population has increased from 5,180 to 6,300 inmates. The CYA attributed the decline in escapes to better security training, stronger supervision, increased counseling against attempting escapes and state laws providing stiffer penalties for escapees.
