Runways and Noise at Burbank Airport

Iwould like answers to the following questions. They mean a great deal to me, and I will appreciate a prompt reply.

Exactly what agency determines whether or not an airport runway is safe?

If the Burbank east-west runway was never used for over 25 years, does this not indicate that the usually used north-south runway is the safer runway?

If Burbank Airport plans to spend millions on a new terminal, is it not deceitfully planning to increase the flights of airport?

Who has the final say-so as to which runway a pilot should use, safely?

After 26 years of residence in the same home without airport noise disturbance, does it not suggest some hanky-panky that I now am being awakened at 6:15 a.m.? This new routing and subsequent elevation in noise signifies something.

Is there any chance for input from residents involved in the new terminal and new routing to the east?

If pressure is exerted on the Burbank Airport by a particular homeowners’ association, how can such pressure be nullified?
