JACKSON, Miss. — Alyce Clarke has become the first black woman ever elected to the Mississippi Legislature, winning a special election Tuesday to represent Jackson’s District 69 in the House. Clarke, 44, will join three other women serving in the Legislature, which includes 19 male blacks.
