Gov. George Deukmejian Wednesday appointed Deputy Dist. Atty. Richard W. Stanford Jr. of Fullerton to the Central Orange County Municipal Court in Santa Ana.

Stanford replaces Samuel B. Taylor, who was recently appointed to an Orange County Superior Court post. Stanford, 38, made an unsuccessful bid in 1980 to unseat Judge Betty L. Elias of the North Orange County Municipal Court in Fullerton.

A prosecutor since 1973, Stanford is former president of the Orange County Deputy District Attorneys Assn. A 1970 graduate of Cal State Fullerton, Stanford got his law degree in 1973 from USC.
