TOKYO — Officials from the United States, the Soviet Union, Canada and Japan agreed Friday on ceilings for the commercial seal harvest in the North Pacific this year, a Foreign Ministry spokesman said.
The United States will be allowed to kill 22,000 seals, unchanged from the previous level, and the Soviet Union 7,100, 300 fewer, he said. Japan and Canada will each be allowed up to 4,365 seals.
