Penny Allen of Chula Vista was appointed to the state Coastal Conservancy by Gov. George Deukmejian. Allen, 37, is a community volunteer and a Republican. She replaces Rubin Glickman of San Francisco. Conservancy members receive $100 per meeting plus necessary travel expenses.
