Vietnam, which depends on the Soviet Union for all its oil needs, says it is building two offshore drilling platforms and will begin oil production this year. Foreign Minister Nguyen Co Thach said 300 million tons of oil could be extracted from the deposits off Vung Tau, where Mobil first discovered oil in 1972. Vietnam uses an estimated 1.7 million tons of oil a year.
