San Clemente : Tract Map on 250-Unit Complex to Go to Council

Approval of a tentative tract map for a proposed 250-unit condominium development on an 11.6-acre parcel off Avenida Pico will come before the City Council for a public hearing and a vote tonight.

The project would allow construction of approximately 22 units per acre in an area where the city’s General Plan usually permits only seven to 15 units per acre. An agreement between the Planning Commission and the developer, Huntington Beach-based Lincoln Property Co., however, will permit the building of 90 single-family homes on an adjoining 11-acre parcel to bring the total density into line with city requirements.

Steve Haubert, associate planner, said Lincoln Property would probably submit site plans and a tentative tract map for the single-family portion of the development within about a year.

The 250-unit development to be voted on tonight will also include 100 condominiums to be set aside for low- and moderate-income buyers under San Clemente’s affordable-housing requirements.

City Planner Steve Flint said that under the city’s guidelines, 33 of the one- and two-bedroom condominiums would be reserved for households earning no more than 80% of Orange County’s $38,700 median yearly income, or about $30,960 a year. For buyers in that range, the units would have a monthly mortgage payment of about $851 a month, he said.

Another 34 units would be sold to families whose annual incomes are at the county median. Households in that category would pay approximately $1,064 a month in mortgage payments. An additional 34 condominiums would be sold to families earning 120% of the median income, or $46,440 a year. For that group, the monthly payments would be about $1,277 a month, he said.

If the tentative tract map is approved tonight, the developer will still need to submit a final tract map for council approval before construction could begin.

Rick Dickason, director of development for the company, said it is eager to begin construction, which could occur within 90 days.
