A comprehensive lower court expansion bill for Orange County, which would authorize four additional Superior Court judges and an additional Municipal Court judge in Newport Beach, was approved by the Senate Judiciary Committee. But the committee refused to approve a new judge for the Municipal Court branch in Laguna Niguel after a representative of the state Judicial Council told committee members the council does not agree that the Laguna Niguel court’s workload justifies the expansion. The council has certified the need for new judges in Newport Beach and is still studying the workload in the Superior Court. The bill was introduced by state Sen. Marian Bergeson (R-Newport Beach).
