Bikers Used UPS to Deliver Drugs, FBI Says

The San Francisco chapter of the Hells Angels motorcycle club used United Parcel Service to deliver drugs to an undercover FBI agent, an affidavit asserted.

Other affidavits filed in San Francisco and released Friday allege that a Santa Cruz company provided some of the chemicals used by the Angels to make illegal drugs.

FBI Special Agent Kevin P. Bonner, who infiltrated the club for 26 months, said in the affidavit that he purchased the drugs from former San Francisco Hells Angels president Gary Kautzman between June and November, 1982.

Kautzman was one of six Bay Area people arrested in a nationwide sweep on motorcycle clubs that produced more than 100 arrests in 11 states last week.

The investigation, which was known by the code name Operation Roughrider, is not completed, the FBI said, which added that drugs with a street value of $2 million have been seized and 100 firearms confiscated, 40 of them in the Bay Area.

Began in 1982

The San Francisco portion of the investigation began in 1982, according to Bonner’s affidavit, when he was introduced to local Hells Angels by a Virginia convict who agreed to act as an informant for the federal government.

Bonner said Kautzman told him flatly that the biker’s club members “manufacture their own methamphetamine” and could get him as much as he wanted.

“Kautzman went to a file cabinet located in his office, opened a drawer and pulled out a shoe box which was full of methamphetamine,” Bonner said in the affidavit.

“Kautzman related that he had been shipping drugs via United Parcel Service for seven years and that he has an individual at UPS whom he pays to ensure the safety of those shipments,” Bonner said.

“Subsequent to that meeting, the FBI made five separate purchases of methamphetamine and cocaine from Kautzman via UPS during the period June 4, 1982, to Nov. 6, 1982,” the affidavit said.

The affidavits also allege that Loomis Scientific Co. of Santa Cruz provided some of the chemicals used by the Hells Angels to manufacture the illegal stimulant.
