Western hopes of debating a U.S. report critical of the U.N. Educational, Scientific and Cultural Organization received a setback when the report was dropped from the agenda of the agency’s executive board meeting now under way in Paris. The U.S. report, from the General Accounting Office, criticized UNESCO for weak management and poor control over how its money is spent. Diplomats said the report was removed from the agenda after objections by some Third World members. Washington pulled out of the organization last year.
