Eight people, including the former chief of the Air Force contracting office in Manila, were charged by a federal grand jury in San Francisco with arranging $150,000 in kickbacks for military contracts. Master Sgt. David Webb, 41, of Colorado Springs, Colo., who formerly ran the Manila office, was accused of taking money from companies in 1982 and 1983 in exchange for awarding contracts. Among companies allegedly involved in the kickbacks were Diversified Products International of San Carlos, Hilcom International Ltd. and Norkriz International, both of Daly City. Hilcom was the only company charged with a crime.
