NAACP Chairman William F. Gibson called President Reagan “basically a reactionary and racist” in his civil rights policies. Gibson, who attended a strategy conference involving representatives of about 100 rights groups in Washington, said that his comments mark a change in tactics for the National Assn. for the Advancement of Colored People because it is tired of “waiting and hoping that his (Reagan’s) attitude would change.” The conference leaders proposed ways to keep intact past civil rights gains in employment, education and housing.
