The Burbank-Glendale-Pasadena Airport Authority tentatively agreed to ban all but the quietest jet aircraft from using their facilities after April, 1987--almost two years earlier than would have been required by the airport’s present noise abatement program. Rules adopted in 1982 gave airlines already operating out of Burbank until Jan. 1, 1989, to phase out noisy jets but limited all new operations to Stage 3 aircraft--the quietest commercial jet airliners now available. A spokesman for the airport authority said the new restrictions were proposed because a federal judge ruled last year that prohibiting one airline from using the noisier aircraft while allowing another to do so is discriminatory.
