200 evacuees of a trailer park adjacent to the scene of a chemical plant fire that smoldered for three days have returned home. Health, fire and police officials issued the all-clear after examining the results of tests for toxicity, Coachella firefighter Fernando Herrera said. The fire that struck the Wilbur-Ellis chemical plant was extinguished and then sprayed with a foam that takes six hours to harden but then encapsulates the material in plastic, Herrera said. The plant itself remained closed, but allowed to return were the residents of the Castro Trailer Park, about a half mile from the plant, Herrera said. Chemical cleanup crews will continue to remove the material. It will be dumped in a local dump site, Herrera said.
