A former Chessie System executive plead guilty.

Richard Warner Gartin, 42, admitted submitting bogus vouchers totaling nearly $3 million over more than seven years claiming that freight was damaged by the Baltimore & Ohio Railroad, one of the companies operating under the Chessie name. Payments for the fake claims were written to his father-in-law, Kendall Rollins, who put the money in Gartin’s personal bank accounts. Rollins was not charged. Gartin, who was arrested in February, served as director of freight claims. Sentencing was set for Sept. 10.
