The City Council has imposed a 45-day moratorium on certain kinds of construction in five commercial areas in the city, pending a study by the Planning Commission.

The moratorium prevents construction that requires a conditional use permit, a waiver of zoning regulations or is valued at more than $25,000. The study, expected to be finished within six months, will determine whether the zoning in the five areas reflects the best use of the property, and whether the areas are blighted and should be included in the city’s redevelopment plan, City Administrator Byron Woosley said.

The two largest properties affected by the moratorium are along the Los Angeles River flood control channel between Florence and Gage avenues and along Atlantic Avenue between Randolph Street and Brompton Avenue.

By state law, the moratorium may be extended for up to two years.
